• Developing, managing, and awarding proposals through Other Transactional Agreements (OTAs), Commercial Solutions Openings (CSOs), and Broad Agency Announcements (BAAs).
• Leading and participating in Source Selection Evaluation Boards (SSEBs) for multi-billion-dollar contract solicitations.

About Dan Minton:

Dan graduated from the University at Albany in upstate New York and served five years in the U.S. Navy, followed by a 25-year career in government where he held multiple senior-level positions at the Defense Intelligence Agency (DIA). He began his career at SAIC and, within five years, became DIA’s on-site task lead. During that time, he expanded business operations by writing and winning multiple contract proposals—growing a team from 1 FTE to more than 30 FTEs under DIA BPA prime contracts valued at over $50 million annually.

Transferred to a DIA government employee as a supervisor and GG-15 at the age of 32. In the last 7 years at DIA, Dan led DIA’s Innovation Office and Chief Information Office (CIO) Application Division that managed, led and resourced over 200+ contracts, 1,500 employees and an annual budget of $250M, and $2 Billion dollars through a five-year roadmap. Dan was the Go-to-Guy for all CIO contracts (writing, managing, and execution).

Dan increased his annual budget every year in submitting funding
requests and proposals through the government business processes. In the last 10 years, DIA Military and Government Programs were on decline, however Dan was one of the only senior managers that submitted and received new official programs of record.

After retiring from government service, Dan started his own company and partnered with Sieger Arx to deliver top tier government contract proposals for commercial companies, charity proposal responses to government and company disparate business processes.

Minton Innovation Solutions also provides IT program management, web page, social media management, proposal management and charity education, and charity growth projects such grant writing and donation cycles. Dan is happily married to Sheila Minton for the last 15 years with one son (Matthew Minton) and two animals (cat/dog).
